Gandhi National Open University,'s Academic
Co-ordination Division
The Academic Co-ordination Division of IGNOU was
established as a Division of the University under clause (2) of Statute
4 of the Statutes of the University which laid down that every Director
shall be a whole time salaried officer of the University, provided that
one of the Directors shall be in-charge of the administrative affairs
of the teachers'. In October 1986, the division was conceived as a
separate Unit under the Planning Division with the responsibility of
looking after the personnel and establishment matters in respect of
Teachers' and Academic Staff in accordance with the provisions in the
Statutes of the University. Subsequently, the unit was carved out from
the Planning Division and the first Director of the Teachers' Affairs
Division was appointed from 3rd January 1989 who was asked to hold the
charge of the Planning Division, in addition to his duties as Director,
Teachers' Affairs. The Teachers' Affairs Division was then
re-christened in December 1995 as 'Academic Co-ordination Division'.

FUNCTIONS OF THE
DIVISION - The broad functions that the division performs are :-
I Faculty Administration, which includes all functions relating to
–
a. Office Management.
b. Establishment matters comprising creation of posts, appointments,
transfers and postings of academics’, recruitment by Transfer
/
Deputation, implementation of Government directives governing
concessions in appointments.
c. Personnel matters viz., service matters comprising probation and
confirmation, leave, seniority, extensions and re-employment,
employment after retirement, regulation of pay, forwarding of
applications for other employment, resignations, deputation etc.
d. Conduct, Discipline and Vigilance matters.
e. Retirement benefits
f. Formulation of rules, regulations etc.
g. Preparation of Agenda papers / notes for various statutory
committees like Establishment Committee, Board of Management etc and
organization of committee work.

- For
Management Programmes admission announcements are issued twice a year
March/April and September/October. Entrance Tests are held twice a year
on the first Sunday of February and on the first Sunday of August.
- For BA
(Bachelor of Arts), B.Com(Bachelor of Commerce), B.Sc(Bachelor of
Science), BCA (Bachelor of Computer Applications), BTS(Bachelor of
Tourism Studies), MA(English), MA(Hindi) admission announcements are
issued in May/June session for July session
- Admission
to Bachelor of Education(B.Ed) Bachelor of Information Technology(BIT)
Advanced Diploma in Information Technology(ADIT) programmes are
available through a national entrance test, which is conducted on the
first Sunday of August. Advertisement inviting applications for the
entrance test is usually issued in April/May
- For
Commonwealth Executive Master of Business Adminstration(CEMBA) and
Commonwealth Executive Master of Public Administration(CEMPA) the
advertisements are issued in April and October every year for the
entrance tests to be held in May and November for July and January
Session respectively.
- For
Bachelor's Preparatory Programme and all Certificate Programmes (Except
Certificate in Rural Surgery(CRS) and Certificate in Teaching of
Primary School Mathematics(CTPM) there is walk-in-admissions throughout
the year. Application forms submitted between 01 June and 30 November
will be considered for January session while applications received
between 01 December and 31 May will be considered for July session.
- For
Doctoral programmes, application forms submitted between 01 April and
30 September are considered for January session while applications
received between 01 October and 31 March are considered for July session
- For all
other programmes admission announcements are issued in May/June and the
last date for submission of filled-in application forms is 15
September. The academic session starts from 01 January.

ROLE AND ACTIVITIES OF THE DIVISION
|
|
|
|
The Academic Co-ordination
Division is entrusted with the responsibility of establishment and
administration related service matters pertaining to the entire
Teachers’ and Academics’ of the University.
The IGNOU Act, 1985 defines the term
‘Teacher’ under section 2(p) as
“Professors, Readers, Lecturers and such other persons as may
be designated as such by the ordinances for imparting instruction in
the University or for giving guidance or rendering assistance to
students for pursuing any course of study of the University”.
Thus,
the term Teachers’ comprises of the following positions.
TEACHERS’ - Professors, Readers and
Lecturers working in various Schools of Studies and Directors of Schools

ACADEMICS’
- Directors, Joint Directors, Deputy Directors and Assistant Directors
in various Divisions viz., Regional Services Division, Student
Registration and Evaluation Division, Centre for Extension Education,
Distance Education Council, Academic Co-ordination Division, Planning
and Development Division, Electronic Media Production Centre,
International Division; Regional Directors and Assistant Regional
Directors in the Regional Centres of the University.
Library & Information Officer, Dy. Librarian, Assistant
Librarian, Documentation Officer in the Library & Documentation
Division; Analysts, Research Officers and Assistant Directors in the
various Divisions viz., Staff Training & Research In Distance
Education, Planning & Development Division, National Centre for
Innovation in Distance Education, National Centre for the Differently
Abled.
Apart from the above permanent posts, the division is also entrusted
with the responsibility of coordinating appointment of Adjunct
Professors and engagement of Consultants, On-line Experts, Web
Developers and Project Associates, etc on full time as well as part
time basis on contract or tenure or project basis for various academic
activities to support the permanent faculty appointed for performance
of certain core functions and all other developmental needs. Senior
level superannuated Teachers’ who have retired from service
are also appointed on re-employment basis to utilize their experience
and expertise in the development of various programmes and courses of
the University
